Default Min Carb Intake for Insulin Response?

The thought just came to my mind and I was curious more then anything else.

Is there a certain amount of carbs that can be taken in before insulin is released or does insulin get released when when a minuscule amount of carbs is eaten?

Carebs need insulin (except for fructose). It's probably irrelevant unless you are insulin resistant or type II diabetic.
What is it for ?

this is a very good question .

Sometimes you just want to eat a lil bit and if you can eat 10 g of carbs , even high glicemic and still not release any insulin .

that would be good , it is just a table spoon of Quick chocolate powder

I'm not sure I understand what you're saying, but it seems like you're saying GI and insulin release aren't always linked which is true. I've seen something with a low GI release a lot of insulin but I haven't heard of the contrary though.
