hows my progress going should I keep bulking or cut soon in the first pic i was 5'11 160 in the first pic and now im 5'11 174-175

I didn't mean that in a rude way! I totally meant it genuinely, how much time has been spent bulking? OMG I feel bad if that was interpreted snottily. :(
+1 to it being on how you feel. If you're itchy to see what's underneath, cut! If you wanna keep going, do it. :)

do you guys think my chest looks strange gyno possibly cause my nips are puffy sometimes im hoping it would look normal and muscular when i cut

Nah bro it just looks like a little flab on your chest. It should look better after your chest fills out some more.
And to answer your question.... It depends on what your goals are? How big do you want to get? If you want to get bigger then keep bulking. Get to the size that you want to be at and then cut.

I don't see anything wrong. When you diet down you will start to see big changes in your appearance and everything will start to fill in. For example, I hear a lot of people say that their outer chest is underdeveloped but its really not, its just covered in fat and when you cut up you will see your chest start fill in all around. If I were you, I'd diet down now and then go back into bulking immediately after a few months of dieting. While dieting, the idea is to preserve as much muscle and strength as possible while dropping fat. I've found that if you get really lean and go straight into bulking after months of dieting (4 months or so), most of your gains will be lean body mass and whatever strength and size you might have lost while cutting comes back fast.

I think you look perfectly fine, at 5'11" I say keep going, you've got lots of room (if your goal is to build size). I think you'll waste time cutting/bulking/cutting/bulking/cutting and losing all of your gains, etc, then just gaining back what you lost. Absent bodyfat getting out of control (which isn't the case with you) keep going. Don't even think of it as "bulking." I've always personally hated the terms cutting and bulking, lol. Just make progress and when you want to drop some weight, just do it, it's not that hard to take off some extra weight. The process is in progressively adding weight to the bar and eating big, unless you're looking to be sub-8% bodyfat, trimming down at any point is EASY . . . any idiot can just eat less and drop some bodyfat, I've done it and I'm an idiot with my diet, lol.
You've made great gains, and you're not the least bit fat, just keep doing what you're doing.
