who can train more frequently, an ectomorph or a mesomorph? and why?

This is not going to be as precise as you like, but I'll give it a go.
Everybody is different when it comes to body types, structure, recovery ability and biochemistry among other things. This being said, I cannot give you a training frequency for a set body type.
Your body adapts to the stress that you put on it. This is why muscles grow. When you first start working out, regardless of body type, you make quick gains. Later on as the years go by, gains are harder to come by. When the gains start to slow down, you need to give your body new stimuli in order for it to grow.
Everybody has different recovery abilities. An ecto may have better recovery than a meso or endo. You just cannot classify one as having better than the other.
Nutrition plays a huge factor in recovery. When you make sure that your nutrition is adequate, you can train more frequently. When it is lacking, you will have to take extra time for your body to recover.
Sleep is a big issue. Not enough sleep will make you recover slowly and cannot train as frequently.
Stress plays a part.
Outside activities and lifestyle play a serious role.
I wish I could give you an exact answer, but there are too many variables involved.
A beginner should train maybe 2 or 3 times a week. They should use lighter weights in order to: 1. Learn and get the movements down and 2. Not overload the tendons and connective tissue. Usually 4 to 6 weeks.
I usually have people that have been training for a couple of months, stick to 3 times a week.
I myself only train 4 or 5 times a week. I feel for my body type and recovery abilities that is enough. I have tried other schemes, but either overtrain or undertrain. I train 2 on 1 off, 2 on 2 off. This works fine for me.
Again, I am sorry I cannot give you a specific answer to your question, but I hope this helps.

i was wondering if you still adapt the 2 day on 1 off, 2 on 2 off when you do a cycle considering one could recovery at a faster rate when on the juice

I am starting to move towards dropping sets and increasing frequency....
6-9 working sets per body part for 3 routines per 2 week period (so I almost train my body parts twice a week)

When on, 2 on 2 off, but I keep sets 7-10. Usually add some drop sets though.
When off, 4 times a week, sets around 6.
Cardio varies according to current goal.
I like to go the gym more often for shorter periods, as going keeps my nutrition in check.
