Personal drug use is a huge part of the prison population. Once in, most are done having meaningful employment - meaning they pay less taxes. They cost an exhorbitant amount of money to house in prison for personal possession, and once out most pay less taxes than every since they have lower paying jobs. Its a lose lose. Many people in prison for personal possession had decent jobs prior to being arrested.
I think its worthy considering keeping them out of prison, go through drug rehab which they pay for, continue to work and pay taxes - and if clean for 2 years or whatever the charge is expunged. Its a win win for soceity.
I am talking personal use of course.
